As far as I know, the hub was not changed. The only part I was charged for was the bearing.
As for theory #1) There are two circlips, right? An inner and an outer. So the bearing itself has a fixed location within the steering knuckle, defined as the space between the two clips. So the only way to change the relationship between the plane of the hub (and hence the rotor) and the knuckle (and hence the caliper, since it bolts directly to the knuckle) is:
a) use a different hub, like you describe; or
b) is there a way to drive the existing hub too far down on the splines of the half-shaft?
As for theory #2) if the inner circlip isn't installed, causing the bearing/hub/rotor assembly to drfit too far inboard, what is retaining the half-shaft from continuing inboard? The inner driver and transmission case?
