For whatever reason, it's running lean when you start it cold. Normally this would be a vacuum leak - sometimes a mild one is enough to cause a starting problem. Have you replaced vacuum hoses, rubber bushings that hold the vacuum hoses into the intake manifold and valve cover. The rubber bushing that holes the large PCV into the plastic duct between the AMM and turbo is a prime source for a vacuum leak. Another source is the ELCD carbon cannister.
Another thing about the LH 2.2 AMM is that it needs to be adjusted properly when a new one is installed - the LH 2.2 ECU does not automatically compensate for differences in AMMs. If it's not adjusted so the signal from the O2 sensor fluctuates between the upper and lower limits properly, the new one could still be a source of cold start problems.
Before you go spending a heap of money on something that's only necessary for exteremely cold climates, check the cheap stuff. I think that your tech is grasping for straws.
