It might be that the seal around the fusebox-to-inside opening is getting a little sloppy and wate from intense rains is getting in. It could also be that water is getting in past the nut that holds the lower dash to the kickpanel.
If you have the time, you may want to take the front carpet out and have someone lightly water the outside of the kickpanel while you watch.
