If you're using the OEM fog switch & relay, maybe this explanation...
The trigger circuit for the fog relay is grounded thru a high beam bulb. (That's why the fogs turn off when you go to high beams.) That means when you turn on the fogs, there's a small current flowing thru the high beam. It's not enough current to actually light up the bulb, but apparently it's enough to pull in your new relay...
Maybe you can run a signal wire from the fog switch directly to the new relay, bypassing the OEM fog relay?
