Try this, maybe it's easier...
Find the ground side of the trigger circuit from the OEM fog relay. Disconnect that from the original high-beam wire. Instead connect it to a highbeam wire ON YOUR LAMP. Right now, it's triggering your added relay, only because that relay's sufficiently sensitive to the small current. This way you maintain the 'feature' that the fogs turn off when you go to high beams.
If you don't want the high beams to shut down the fogs, then simply ground that wire anywhere. It doesn't have to go thru a lamp...
