If the insurance company doesn't pay up, you can do a DIY motor swap if necesary. I got a motor for $75 on ebay (with the relays and switches, too!!!) and had to spend about $5 on fluid. I used Power Steering fluid as suggested by TSN Chat Master Mechanic "Buck". The top works better than ever now.
The pain is taking apart the interior to get to it all, but it's not really that bad a job. You have to remove the rams and motor to bleed the system, that's the deal with tearing up the interior. Why your dealer did it to check the system is beyond me. You can feel the rams by sticking your arm down the side of the car, and you can inspect the motor (and look at the relays/electrics) by taking out the seat bottom.
