I had the exact same problem with my '89 900 Turbo. I had checked for vacuum leaks everywhere to no avail. However, then I found cracked hoses at the fuel tank evaporative canister just behind the driver's side headlight in the fender, below the APC. The hoses used for the fuel tank vapors are some sort of plastic, but the fittings at the canister are rubber and they had deteriorated severely. The hose from the front of the canister appears to go directly to the intake manifold, causing a bad leak. Hope this helps.
