New headliner installation problem

My son & I installed a new headliner onto the shell of his '85 about two weeks ago. We got both the 1/4" foam-backed fabric & the Keyston glue (#4795) from an upholstery shop. (The owner told me the glue was made by 3M & was what they used for all their headliner installations.) We carefully scrubbed off all the old foam we could, using a plastic-bristled scrub brush. In some spots the shell material was flaking off in layers, so we tried to keep as much of the shell intact as possible.
This past Thursday (nearly two weeks after the installation) my son noticed the fabric wasn't pressed into the left/right transitions between the roof & the sides any more. We can press it back & it stays for half a day, but then it's bridging across the transitions again. Does anyone know what we've done wrong, & what our options are for getting it corrected at this point?
