The e-brake function is different than the normal caliper piston function, yes. The reason for the e-failure is that the mechanism inside the outer piston has become gummed-up/seized because the lubricant has dried up and contaminatd with dirt and grime. I've successfully rebuilt a set of the older calipers and they work great. Including the E-brakes. It's a matter of taking them apart and flushing out the old grease with a combination of spray solvent, soaking in kerosene, compressed air blow-through, plus working the mechanism by hand while it's soaked in solvent. I also found good used parts and seals to replace parts from the original set which showed excess wear. The final e-brake step before assembly is to pack the e-brake mechanism chamber with a high temp lub through the two holes in the outer piston.
