The 5 minutes that it takes for the idle to become stable is a sign that the Air Mass Meter is getting old. You might want to consider replacing it or, if you hav a friend with a known good AMM from an '85 through '87 non-turbo 16-valve or an '85 through '88 turbo, see if they'll let you borrow it for a half an hour. Don't use one from an '88 or later non-turbo or '89 or later Turbo - you'll damage either the ECU or the AMM.
As far as the boost level goes, it sounds like you're in base boost mode. There are a number of reasons that this could occur, from simple things like the connector having fallen off the APC controller (stranger things have happened :-), to a bad knock sensor, to a bad APC controller, etc. Follow the link below to get some more info on diagnosing the condition.
In addition to that, search for "Base boost" on the C900 board and you'll get hundreds of posts to look through.
DON'T do anything to the wastegate actuator rod yet because you can easily bypass the safeguards and burn a hole in a piston.
