and even when it's not running (assuming that there's still vacuum left in the canister.)
The sound is caused because, when you change from one position to another, the port to the vacuum motor for the flap that was being actuated opens up and lets air into it. If you go into the dash (something not for the fainthearted :-), you'll see a line from the switch that doesn't go to anything. That's the line that lets air into the opened port to let the ventilation flap go back to its rest position.
