...contacts a rubber-seal or crush washer, which contacts the banjo fitting, sealing any gas from the interior from getting out. Bolt travels thru interior of banjo fitting, where it narrows down and is cross-pierced by a hole that carries the fluid, fuel in this case, that flows up the hollow inside of bolt. Then on far side of banjo fitting, another crush washer-rubber-seal washer, that seals banjo fitting to body of filter. Then threaded end of bolt goes down into filter. Any leaks either side of either crush washer would permit pressurized fuel to seep out, a serious problem that you'd find out about darn fast, and that they're designed never to permit. Pressurized fuel can make it up the threads of the bolt, but can't get out because the washer is sealing tight against the filter, and tight against the banjo fitting. There's no way in heck that any penetrating oil can get thru where gas can't and do anything to help loosen that bolt.
As to using hose and hose clamps, I think the recommendation is to have some kind of cut off hose barb pushed inside the plastic fuel line, then you can tighten against the outside of the line reliably.
Can you lock onto the banjo fitting with vise grips or something to hold that, so you can get better pressure on the bolt?
