Plus the awkwardness of the situation. Plus it's impossible to hold the flimsy now collapsing filter firmly. It's the nature of all banjo bolts to be hard to loosen. Plus maybe the rubber gaskets are "gluing" themselves to the sealing surfaces.
whitesaab, try giving the bolt head a hard vertical smack with a hammer, if you can swing one in there. Then promptly try your wrench. Could wake things up - - a hammer blow kind of drives the wedge loose, thinking of threads as sort of a spiral wedge.
Don't get me wrong, I've got lots of sympathy for your plight.
(I know it's not an option for you now but I think the air impact wrench is probably the standard shop approach to these. It's so sudden and powerful the bolt doesn't have a chance to resist, and with it you don't need to have the filter held very firmly, let alone needing a wrench on its flats.)
I'm putting this all in the memory banks for when I have to tackle this.
