If you get the car running then loosen the return line coupler, if you get a spray then the return line is clogged, if it just drips a little then the fuel is probably getting back to the tank. More than likely the return line wouldn't be clogged if the system has remained sealed. I still think that the plunger sticking or the fuel regulator would be the problem if you have unplugged the cold start fuel valve and the car continues to flood.
