I took your comment on the fuel regulator as meaning the built-in pressure needle valve regulator in the fuel distributor which modulates the distributor control pressure via the warm-up regulator...but I was actually referring to the fuel distributor center control plunger and it cleaning.

It is a plunger which inserts upward into the center of the fuel distributor and held in place by the flow plate lever arm. Factory manual actually calls for the periodic cleaning of this plunger but one has to lift the fuel distributor off of the top cover plate of the air filter housing to get to it. The intake air lift plate normally controls the vertical position of the center distributor plunger. But the plunger can get pretty gummed up...It is this plunger which controls the amount of fuel being injected into the engine as you step on the gas. The normally hidden (it is usually capped off)fuel mixture adjustment screw on the 85 fuel distributor controls the starting reference control point for the fuel mixture and thus sets the initial plunger vertical position. The plunger has free vertical float vertically and must rely on gravity to drop to a lower position. If it is gummed up it may not be dropping enough. If requested I can send a picture of the distributor internals which may help the explaination.
