Whole area and whole mechanism would probably benefit from cleaning and lubing. Remove grille - - a couple of torx head screws. Then you can loosen the latch plate so it floats around, and center it so its opening lands directly where the latch pin comes down; retighten it there.
Actually before you tighten it down, remove it entirely, keeping cable attached, and clean excess dried grease off it, and squirt some oil into things while having brother pull the cable from inside car, so it moves thru its paces and works the oil in. There are two wire rods that spring open around the cone head on the latch pin as it strikes them, then close back above it to latch hood down. When you pull the cable they open apart and let the cone pop up. Grease them a little once the oil has worked in and it's all moving freely. Also grease cone tip a little.
THEN put latch plate back in place but still loose, and center it under the pin as you lower the hood, and tighten it down.
Hood should pop up easily when you pull the lever inside the car, before you get to the end of the lever's travel.
The latch mechanisms sometimes bust up; you might want to get another from a junkyard.
