Even if it is the rack, you might want to consider diy. the hell with the cold. We did my son's 85 rack on Christmas eve in a 20 degree garage.
Armed with a bentley manual and a helper, the rack is a 3 hr job (1st time). No lift needed, just a pair of jackstands at their highest.
The helper is important to wiggle the rack out and the new one in. Prepare to get dirty.
Very satisfying when done. But $700 ain't bad for a shop to do it.
