Boost and fuel issues with my T16S/SPG...please help!

My Euro 1988 T16S/SPG non-catalyst has some boost fuel supply issues.
I'm running a 2.8 bar fuel pressure regulator and a Red APC box (factory Saab) rest is stock. I can't drive it with full boost and/or "floor it", if I do that, it feels like the fuel is cut, but could be something else...
The fuel pump is noisy and I think it needs to replaced soon. A Saabguy told me I should do the following:
1. - replace the fpr for a 3.0 bar or more (3.3 bar preferably)
2. - replace the fuel pump with one with more capacity, volume and pressure
3. - replace the plastic Bosch recirclulating blow off valve for a new, or preferably a better one like a Forge valve
4. - replace the APC solenoid valve for a brand new one
Do these things make sense?
I have a roller-type fuel pump, if I drop in a higher capacity fuel pump, do I also need to upgrade the little supply pump? Seems logical...where I can I get one?
My other Saabs are a 96 two stroke and 99 EMS, so a T16S is new to me...I have a lot of manuals, including the Hayes and Bentley ones...but so far not much help on trouble shooting. So all help will be very much appreciated!
