How do you know your block is bad? It may be just the head which is warped. These blocks rarely fail...
If your block is bad, your turbocharger should still be fine. It is located outside of the block, and could be transferred to the 'new' engine.
Turbo engines don't run hotter than non-turbos. I suspect you had a bad radiator, thermostat, fan switch, or water pump.
To get the non-turbo engine to run correctly without a turbo would require fiddling that's beyond my area of knowledge! The Saab 900 non-turbos use a different ignition system, and had different fueling components (includign computer) as well.
APC is the boost controller - it keeps your engine safe by reducing the boost pressure if it detects the onset of detonation & pre-ignition (knock). Your 91 Turbo has it, and is a 2.0L engine (not 2.1)
