1987 Saab 900 16V turbo stuttering rpm's

I have a 1987 900 turbo 16v that accelerates perfectly, but the second I try to maintain one rpm the engine stutters. I have checked all the vacuum lines, unplugged many sensors, but no matter what is plugged or unplugged the engine does the same thing. It will do it while driving, or just revving. Same deal, accelerates great but try to hold any steady idle and it stutters. All the cylinders are around the same compression. I put in new plugs/wires/cap/rotor/coil. Additionally, the check engine light stays on constantly when running, and from what I have read there are no codes to check. Any suggestions would be great.
