Easier or rather, cheaper. Guys might do this, not too hard, but probably either way you're going to have a Saab indy garage fix the thing. Yours was already in trouble from what you say, a hollow baloney-skin of an outer shell without the shaped interior foam block. So putting it back together with just a skin, not the foam, would give you another floppy, no-protection bumper, also more vulnerable to coming back apart.
Could put a used skin AND foam on yours but maybe easier for whatever garage does it to put on the whole bumper from another car. Ask them now before buying parts.
Don't overpay, they're not in big demand - - I'd say $20 is what my local pull it yourself crusher yard would want. Maybe offer $50.
Used grills are usually sort of compromised, with pitted chrome and broken off top mounting tabs, so also don't offer much, maybe $5 or $10 would buy one where I shop.
You could double or triple my suggested low prices and not feel ripped off but I wouldn't go much higher than four or five times the above.
I pity you and all city car owners.
