question about using dwell meter with CIS

I have a Sears dwell/tach meter and am trying to adjust the co mixture using the the 3 mm internal hex adjustment, the dwell scale and the test port. The dwell meter indicates that for 4 cylinder engines the 8 cyl dwell scale should be doubled - the reading is 21 or 42 which is within spec (If I am reading the scale properly).

When I adjust the mixture about 1/4 turn counter clockwise to lean it out a bit I can get the idle to drop as per the instructions in various threads on this site, but the dwell reading does not change either up or down. If I understand correctly the dwell reading should go up as the mixture is leaned and down if the mixture is richer. The reading is the same whether the engine is cold (out of loop) or warmed up.

What is the issue here. Why doesn't the dwell reading change as the mixture does? The lambda control valve buzzes as it should and the 02 sensor is new and gives a good healty reading with plenty of cross overs.
