Keep in mind that one terminal of the two-pin test connector on the driver's wheel arch is 12 volt supply, so it won't change.
What is your oxygen sensor telling the engine? Is it fairly new? Sometimes they fail to a constant reading.
Also, if you're adjusting the baseline mixture, you should be sure the timing is spot on first and you are free of vacuum leaks. It is also important to have a clean airflow plate and throttle body. Junk on the airflow plate weighs it down and forces the engine lean.
Also, it is necessary to disturb the fuel distributor (and airflow plate and lever) by increasing the engine speed and letting it equilibrate in between adjustments.
Usually these items are set up correctly from the factory, so the only time you have to mess with it is if someone else has.
