could be a tuning issue but not likely
I'd suggest two things you haven't tried
a new or properly rebuilt radiator
AND a full reverse flush with the engine block plug removed
you'd be surprised how much gunk gets trapped in the block especially when you don't know the full history of the car- and people have used ordinary tap water and phosphate-based coolant
when you put everything back together try using distilled water, low phosphate coolant (orange stuff), an 82 C thermostat and as well the low temp thermoswitch for the fan (if you do a lot of stop start driving)
make sure your heater core also flows nicely
if you have AC that can place an extra burden on the cooling system so make sure the cutoff switches for that are functional, that both fans work and the evaporator and condensor are not blocking air flow - remove the grille to check
