I considered the 'run without fuel' when writing the post, but chose not to mention it. I guess it would be OK, with some caveats.
First, it's going to splash fuel. The assembly won't be completely free of fuel, so it's going to splash out. Fine fuel droplets, electricity, er, be careful. Keep it well away from everything, wear eye protection, keep a fire extinguisher handy, etc., etc. If you've got the time, drain the fuel as best you can, and let it sit for a few hours to dry out. And still expect some splash.
Second, it may or may not tell you anything. Huh? An empty pump may be very noisy all by itself. It's designed to push fluid, not air. But if you see one part that's bouncing like mad, or sounds like spoons being fed into a garbage disposal, you may be on to something.
