I think people need to try it before they can condemn it. Its really not as bad as people make it out to be. We had a small Renault with front wheel drive and no power steering and it was much much more difficult to ster at low speed. As for the handling etc - I agree with the above poster- when it comes to straight line and cornering handling it actually feels better in some respects.
I am betting - may be wrong here that PS was not original equipment on the european base models - its an american thing.
The only issue you might have is something vvackomatic posted a long time ago - if the fluid is not drained out - that "could" cause excessive wear on the rack, but I have not been able to verify this. I did not and had no problems. I switched back to a PS rack and will grant you its nice to be able to do one hand turns at low speed.
