I think the stud weld would be an interesting way to remove the broken piece, and by the way, you want to get that badboy out of there.
Don't worry about the block heating up, but the head material might. You could make it cold with CO2 and then do the stud weld. The steel stud will expand into the hole, so at first there will be interference. So, the trick would be to weld on the stud, then locally heat the area around the stud, but not the stud itself. The aluminum expands faster than steel under heat, so ideally, heat the aluminum, freeze the stud, and it should be able to screw out.
Chase the threads with a tap, and oil it in the process. Use a good quality bolt to go back in, and use copper anti sieze.
