Not sure what model car you have, but if the valve is the one w/ a piston that slides up and down then unless the teeth in the rack or pinion are stripped it should work enough to allow water flow. A problem I had w/ my 99 heater core was that it seemed to have good flow, even the radiator man said so, but after installing it again, no heat. I re-pulled the core and ran hot water through it in the kitchen sink and only about two sections got warm so I took it back to the radiator shop and asked him to pull the tanks and rod out the core. He did and of course went on about how much crap he got out of there, but upon reinstallation I now have plenty of heat.
