This doesn't answer your questions, but, if you have the whole assembly exposed why not try and really clean out the key cylinder. Disconnect the battery first (I assume you already did if you are playing around with the shifter area)
You can actually use distilled water in a spray bottle to clean out any goo in there. Once it works easily, dry it out with some canned computer cleaning air and then some lock dry lubricant. I think you should be able to do it if it's the cylinder. If it's something in the switch gears or locking lever then you will have to open it up.
If you have the three pin socket to remove the triangle nuts you might be able to get the tool in the bottom without turning the shifter. Just lift it slightly and use one of those angled phillips head screwdrivers. Just be careful when you remove the metal plate on the bottom as there is a metal pin that will fall out of the electrical switch bottom. I assume the pin causes the circuit for inserting the key.
