Drowned 92 900 will not start after water damage

Daughter drove her 92 900S into a deep puddle (about 18" we think) after our recent storms here in MI. Car had water on the floor inside and stalled, so she was pushed out of the puddle. I got it home the next day, but instead of cranking, the starter would not move. I pulled plugs, no visible water in it, but some moisture in intake and of course air filter. Pulled valve cover, looks normal, changed oil and no indications of water in it. Electricals appear normal, outside of the no-crank condition, so I am assuming ignition switch is OK, as there was not that much water in it.
Today I replaced the starter with another used one, which I think is OK. Charged the battery and the starter does not seem to engage, just make a spinning noise (unlike the prev starter), kind of weak. I have NOT been able to rotate the flywheel at all, and no idea why, even with starter out. I am about ready to give up... I even rolled the car down the driveway and popped the clutch in 2nd... would not break it loose.
Any ideas? This is a 5spd, about 98k miles, may be headed to the scrappers if I cannot get it going.
