Why does Saab 900 not drop to 2grand in 5th gear?

Why does Saab 900 not drop to 2grand in 5th gear? I feel like it drives on the highway at significant revs, almost like I'm in 4th, but it's in 5th gear. When I hit 55-65mph on the highway, it's just over 3grand on the tachometer!
What would cause this? AIC Valve, other things? Perhaps someone screwed with the gears in the transmission?
Any suggestions? I don't want to kill the engine running it this fast on highway speeds.
