POR-15 stands for paint over rust. Not sure about the 15 -- probably the 15 years it takes to get it off your hands. It is nasty stuff to get off anything, so use gloves and mask. When it is first opened up, it pours like thin syrup. After the air combines with what is in the can, it gets a more robust consistency. I don't think you can shoot it through a spray gun...
Just google the name. There are other brands that do the same thing. Eastwood comes to mind as a supplier. I use disposable foam brushes to slather it on, and ditch the applicator. Don't even try to get the lid off the can after you open it once. Put a hole through it and then seal it with some good tape. Two holes....one to vent as well.
