I wouldn't recommend one for serious work, but for the goofy little details where low values (inch pounds) are useful, I bought a $20 Harbor Freight 1/4" drive torque wrench. I would not rely on it to 100% accurately torque anything, especially not a fastener that keeps the car together, but for things like valve covers and whatnot, it's cheap enough and accurate enough that you don't damage things by accident. IMHO, a useful tool that everyone should have.
