Windshield washer pump electronics questions

My washer pump stopped working so I lifted the hood and listened for pump noise with engine off and ignition on while I triggered the pump by pulling the wiper stalk . Pump moter did not run . Next I checked for voltage to the pump wire and found ~10.3 volts . Thinking this was acceptable voltage I got another pump and hooked it up with no response from the pump . I then connected the pumps to the power block terminal (the spot for connecting accessory electronics) and each one ran with plenty of vigor . So , is 10.3 inadequate voltage for the pump or am I missing something else here ? I checked the pumps wires to a limited degree because they are covered with a sleeve . The terminals look great . I wiggled and moved the wires to see if a damaged wire or insulation would change the voltage , but it remained at 10.3 upon recheck . The wipers move normally when the wiper stalk is pulled towards the steering wheel . Does anyone know what is going on here . This is an 88 spg and its been great up till now at not presenting me with little electronic mysteries .
