Please advise on whether you did read 10.3 volt of DC voltage at pumps' terminals? I'm talking about the terminals on the pumps, not the wire harness connector. Once again: the connector should be applied to the pump's pins when voltage test is being carried out - so you should use smth like needles or very thin probes or clamps to carry out this test.
If this test was carried out in a proper way and both pumps were not toggled on with 10.3V on their brushes then I would suppose that it's about brush assembly, collector terminals or rotor bearings having too much wear.
