Cinder blocks can fail very easily, I would avoid using them. If you must use them, place them with the holes vertical, like they are normally laid, with piece of 1 inch board or 2x4 between the block and car. These blocks can be very brittle and crack or break apart very easily.
If there is enough play in the brake line, the end maybe cut off, reflared, and reconnected without having to remove the line. It is best to have someone familiar with this type work and has the tools do the reflare.
