on? Actually glued anything together? Once that stuff sets, with proper adhesion (down to the surface quality/texture), you are going to be hard pressed to free that up. Where it is welded on, you would pull a big dent in the hood along time before breaking that bond.
But like i said, surface quality is key, and loose rust can't be stuck with anything.
