So to help rule out a coolant or pressure issue what do the two fans do when you have the engine off, ignition on, and AC button on? assuming if you have a functional AC the fans should both go on and stay on regardless if the engine is running or not. If they both run properly with engine off that might direct you to a possible "engine running" issue. On the other hand if they fail to function with engine off it could be electrical.
I have seen fuse blocks melted where the fuse for the fan is located and your problem could be related to that - do a scan of this site for info
