it's not that sophisticated AC motor that has phase-driven design or such (e.g. pulse-width modulation). It's a simple DC motor and its starting current is pretty much more that the run current cause of back-current from motor inductance (inductance doesn't like voltage change and if we jump from 0V to 12V [or vice versa] it throws out lots of back-current trying to revert the those changings happening around). If it's smth about fan motor, then it'd look like no fan (nor fun) at all or fan's running all the time (cause of burned switch\relay contacts).
Having said that I can conclude: if it starts then in runs.
