I have toured around the United States 2 or 3 times with my '89 SPG, absolutely stock and well maintained, and cruising at 70+ / 3200 rpm I consistently achieve 27-28mpg. Your Saab is a European sports sedan, not an econobox. It was expressly designed and built for safety, comfort, performance and joy.
Forget topping 30mpg by too much advance and perhaps damaging the engine, and drive the car sensibly but as it was meant to be driven. Otherwise, what's the point? Trade it for a Sentra. You have the wrong car.
