First, get rid of the lag monster Garrett T3 you've got in the car and replace it with the later Mitsu TE05.
Before replacing the APC, diagnose why you're not boosting into red. There could be a host of problems unrelated to the APC that is keeping the motor from achieving optimal performance. If you want to see if your car will actually boost into red, replace the restrictor in the wastegate line barb (center one) on the APC solenoid with a marginally smaller one temporarily. That will delay the max pressure signal to the APC theoretically overriding it until the boost pressure levels out. If that little trick works and you boost higher, you know your APC is OK and that you need to start looking elsewhere for the cause.
