Setting the base boost to the factory 6 or so PSI will make a world of difference in how quickly the car spools up. To set the base boost, unplug your APC box, and drive the car. The boost guage should go a little over halfway through the yellow. If its less than that, wait until the car cools down, and shorten the wastegate rod. Every turn is about .5 PSI. There is a strange pin that holds it on the wastegate rod. If you break it, just use a cotter pin in its place.
Your 88 9000 also had a garrett turbo, so there is really no reason why your 900 shouldn't have similar performance.
I have a group 6 APC box as well as the actual SAAB red one. The saab red one sucks. It is hard to tell any difference from stock. The group 6 one is a monster. I believe that it makes 30-40 extra hp. Both require your base boost to be set correctly for them to function as designed.
