The sleeves are fabric which is sewn into the seams when the seats are manufactured. There are heavy wires that get inserted into the sleeves, then there are hooks attached to the wires at certain points that get connected to the seat frame through openings in the seat foam. The hooks pull the wired part down tight to give the seats their shape.

The sleeves were made of fabric which breaks down over time and the wires break away from the seat skin and the seats lose their tufting. When I hand stitch the wires back on to the excess leather at the seams, I leave the old sleeves in place and just work around them. If you pull the old failed fabric out, the seams can open a bit and expose the original stitching.

Here's a picture of what you'll usually find when you remove a seat skin.
