OMG, it worked! The ignition barrel was locked up tight, I used the WD-40 and blowing heat for several days with no luck. I tried a shot of graphite, no better. So I resolved to take the barrel out, made the tri-tip socket tool and got to the point of trying to depress the pin to release the barrel. No luck, I think in part because the ignition was locked in reverse, in the off position. So I tried one more time with the key and it turned about 1/16th of a rotation! A few more twists and it rotated all the way to start! Likely all the maneuvering trying to release the barrel helped free it. I still have to reconnect battery and test to see if short is still present with ignition off. Right now I'm happily cleaning moldy carpet and years of crud from under console.
