The seal must be driven in a precise distance, too deep or too shallow and it will leak. One of the Saab special tools for the BW T37 was a special drift with a shoulder for doing that. You can drift it in the correct amount without the tool but you have to know the dimension. I'll look in my books and see if I still have that figure. Also if the pump bushing is worn out the seal will tend to leak no matter how well you replace it and don't forget the o'ring around the pump.
