1/8" green masking tape. The same stuff you'd use to outline flames on a hot rod. On one side you can follow the contour of the wheel. on the other side you need to eyeball it.

The ironic thing about this is that I considered doing it several years ago to an extra set of wheels I had. I put a photoshop mock-up together (pic below) and posted it to see what people thought about it. Then last year I saw this car on another SAAB forum with the wheels done exactly as I had envisioned. It was cool to see that someone else had the same idea and actually executed it and had them on a car. I like the way they matched the wheel color to the car color.
