if you're just dialing it into some 'sweet spot' then any DC-meter will do the trick since you're just looking for some pot position when signal from o2 sensor goes swinging.
But if you're troubleshooting some issue like unsteady idling, failed emissions, excessive fuel consumption or whatever, then you do need oscilloscope because you aren't looking for some steady value but for an waveform. In this case you still can tune it into that very 'sweet spot' with simple DC-meter, but you won't be able to read the signal - and thus you do not know if o2 sensor or air-mass meter (or whatever you're hooked to) is kaputt or working well.
Bottom line:
- DC-meter (digital or analogue, latter is preferred) can be used for AMM adjustment
- oscilloscope is required for troubleshooting engine-management system related issue or testing such components like oxygen sensor (whenever of titanium or zirconium type), air-mass meter, manifold (absolute) pressure sensor, crankshaft/camshaft position sensor, throttle position sensor and so forth
