How many miles? It could be a while!
3" dp is definitely a must. I would do it after the FMIC- maybe before depending where you live.
I wouldn't bother with the P&P. Not at the power levels your looking for. If you really wanted, the b212 head/intake offer increased flow over the b202 stuff. Some claim it also lowers compression which means more sluggishness off boost.
Saab heads are pretty robust. Have the machine shop skim it, check for cracks, and maybe a pressure or dye test.
You could also look into other upgrades to the suspension and braking system. The 9000 front brake calipers are almost direct bolt to the c900 and are a popular upgrade. New shocks can really improve the free of your car if the old ones are worn.
