Yep, the valves can be getting lightly bumped. There is a specific maximum that can be removed from the mating surface before that interference is likely to happen. You can't know if the head was previously milled unless you measure it's thickness when it's on the bench (unless you know the car's entire history in detail). I always do that before having one milled. I'd have to look up the dimension for you, I'm like Einstein you know (he said "Never bother to memorize anything you can look up").
