Spinning Tie Rod End

Had no problem removing the nut on the bottom of the tie rod end but when attempting to tighten it when reassembling, the spindle just spun after putting on a new lock nut---one full turn. I tried pulling back the boot and holding the spindle with vice grips--no luck. Would it work ok/better to use a regular nut but lock washers instead? I'm concerned about it being tight/safe enough. Thanks.
